The Discretionary Learner Support Guidance and Requirements 2010/11 – for learners aged 19+ has been published. On 1 April 2010 Government changes led to the dissolution of the Learning and Skills Council. All responsibility for dLS budgets and policy remain with the Learner Support Directorate which became a shared service of the Young Peoples Learning Agency (YPLA) supporting both youth and adult learner support. For 2010/11 onwards the policy team in the YPLA will deal directly with providers with regard to youth and adult dLS. The purpose of adult dLS is to provide exceptional support to learners aged 19 and above, who are experiencing financial difficulty with meetingcosts associated with learning. Allocations will be made from the YPLA Learner Support Directorate directly to Providers. The total available for 19+ Hardship, 19+ RBF and 20+ Childcare is approximately £80.4 million in 2010/11 http://readingroom.ypla.gov.uk/ypla/discretionary_funding_guidance_and_requirements_20.pdf You can find this on the YPLA website http://lsf.ypla.gov.uk/publications/
