Following the 14–19 Education and skills White Paper (February 2005) and the Skills White Paper (March 2005), the DfES gave QCA a remit to develop functional skills in English, ICT and mathematics. QCA aims to promote wide debate about the future of functional skills. This includes talking directly with those involved in and affected by education so that we can understand and record their views. This understanding will inform the development and implementation of functional skills. Stakeholders will be consulted using a wide range of methods. These include consultation events, a web-based functional skills questionnaire, and the opportunity to submit views via the QCA website. Developing functional skills Functional skills subject definitions Functional skills draft standards The consultation process will end on 31 March 2006. At this point QCA will amend the standards based on the feedback received from stakeholders. A small-scale trial will take place in September 2006 of the functional skills standards and assessment.
